De-coupling electricity sales (or tariffs) from kWh usage is not a new concept. It’s been kicked around in the U.S. a lot over the past few years in particular and is still in play but with little uptake so far. And I suspect you may be seeing more discussion of this in the Philippine electricity sector this year.
