More than two and a half years ago I wrote about “dark spots and backchannels” I failed to stress the importance of timeliness in disclosure of public information.
The ERC today published an online copy of an important Decision (regarding Meralco) that was actually issued one month ago on November 10. You can go here and see that it was disclosed on their website only today, December 10. Similarly, an important Decision on interim open access, also signed on November 10 was disclosed on the public website only a few days ago.
As the saying goes, transparency delayed is transparency denied … or something like that.
