Well, like it or not, no one else can do it but the government and they have to step up and take charge. It's politically dicey. Gray Davis, the Gov. of California didn't survive even though he put in place structures and programs to dig California out of the mess. The legislature did a lot of heavy lifting too. Oh, yeah - get some effective consultants advising the government that can effectively work behind the scenes. Avoid the bullshitters. I presume you mean the crisis in South Africa?
