I just uploaded a copy of a presentation on the 2003 Transmission Development Plan. I find these “older” documents quite useful in tracking what we were tracking and looking at at the time.
In addition, this particular presentation has some nice technical summary information on the Luzon, Visayas, and Mindanao transmission grids that is helpful if you’re starting with no information.
