Here’s the lede by Rey Panaligan of the Manila Bulletin in an article published today:
The Supreme Court (SC) has been asked to declare illegal and unconstitutional Executive Order No. 623 issued by the Office of the President on May 9, 2007, that reverted to the National Electrification Administration (NEA) the regulation and supervision of electric cooperatives registered with the Cooperative Development Authority (CDA).
In case the article link goes away, it’s probably worth preserving here for a while.
And here is a copy of EO 623 - since you can’t get it on the website of the Office of the President.
