Interesting Meetings

I had an opportunity, working with Grace Yeneza and PEI, to have some very interesting meetings in Manila last week.

Grace Guzman of the LGU Guarantee Corporation (LGUGC) filled me in on their DOE/WB funded project to support private sector financing of loss reduction programs of the electric cooperatives.

Got to meet for the first time and spend 2.5 hours with NEA Administrator Edita Bueno to talk about the sector and it’s needs. Fascinating.

Spent some time at PEMC with Toots Heruela and Nonna Fernandez. Toots has an amazingly deep grasp of sector restructuring issues – I’ll never catch up with him on this. Nonna came out of NEA and knows the issues related to EC participation in WESM inside and out.

Got to spend time at DOE with Irma Exconde who is working under Usec. Ocampo. I forget how comprehensive her understanding of the sector is – I haven’t worked with her in over six years, since the days of the “consumer impact study.”

At PSALM I caught up with Lourdes Alzona whom I worked with at NPC on the 1996 NPC Asset Appraisal – great lady – who is managing their Controller department as she did at NPC. Also met with Veronica Magsino, Mgr. of the Treasury Department at PSALM and others and got up to date on the the mechanics of the cooperative debt condonation and various cooperative remittance issues. Very interesting.
