Based on my experience with DWR and the IOUs in California for the past six years, it probably takes a dynamic market in both fuel and electricity to make trading really viable. In California a power plant is many things – but one thing it certainly is is the ability to arbitrage the fuel and electricity markets and the ability to hedge those markets. We in the Philippines need to start focusing on both sides of the equation – fuel and electricity – when it comes to trading markets.
