I’ve added a lot of material to our Philippine Rural Electric Cooperative Primer, which is now a pdf file. Here’s a pic of the new table of contents:
The material is still from 1999, but the work anticipated the EPIRA. I think the discussion is still useful and relevant if you’re looking to get inside some of the REC iussues.
I would update this if I had some funding.
